Assessor records show 455/457/459 as built in 1911/1911/1912,
and as far as I know their post-1906 records are generally accurate.
Spring Valley Water Co. connection records:
   June 27 1911   457 J. Digerness      255 E of Castro
   March 15 1913  455 Jorgen Digerness  225 E of Castro
   Aug 7 1913         D Houle           205 E of Castro [i.e., 459, but not shown explicitly as such]
In my experience the name on those records is sometimes the builder, sometimes the owner.
Water connection date always postdates the building permit date, as here.

In the 1910 census Jorgen Digerness (widower, Norwegan immigrant) lived at 626 28th St.
(the steep block above Diamond).  The census record lists him as ironworker at 626,
but the 1910 city directory lists him as carpenter at 648.
Newspapers list him in a couple local real estate transactions,
presumably he was the carpenter/builder who built the houses at 455/457 and possibly 459.

The first resident record I found for 459 is in the 1914 city directory:

That's merchant seaman Charles McArthur and wife Sadie.
Earlier, in the 1910 census, they lived in the block above Castro:

They are at 531 Valley in the 1910 city directory, 460 Valley in 1912 and 1913, and 459 Valley in 1914.
They remain at 459 in the 1920 census (with both sons, Charles ship captain),
1930 census (with younger son only, Charles house painter), and 1940 (Charles and Sadie only).
They were still at 459 when Charles died in 1950, and Sadie remained there through 1953 (with no phone!).
